VPS migration

Provision isolated MailRaft services and secret storage on the destination. Restore encrypted backups into a non-sending environment and check migration identities, RLS, tenant counts and configuration before DNS changes.

Never copy unrelated VPS projects. Keep old services and DNS rollback values until verified cutover. Off-host restore and migration acceptance remain unverified.
